i was wondering whether it is possible to completely disable the kinetic scrolling in n900 or not ...

It should be possible by changing libhildon (which is free). This will work for almost all (gtk) programs, but some may be implementing kinetic scrolling by themselves. I don't know if/how it will affect qt programs.
