wasn't there an issue with libc6 package? Like someone uploaded another package with same name in devel or something like that?

http://maemo.org/packages/view/libc6/

GNU C Library: Shared libraries and Timezone data

Contains the standard libraries that are used by nearly all programs on
the system. This package includes shared versions of the standard C library
and the standard math library, as well as many others.
Timezone data is also included.

You conveniently missed out on answering reinob's question of why/what you are trying to do by installing wine-dev...

To run Windows apps you need wine, not wine-dev. The latter is for the developers only. BTW even with wine you can't run Win32 apps on your phone if they were compiled for the x86 or x64 CPU. You need to recompile them for ARM first.
