I have problem loading a webpage using t-mobile internet. I have prepaid. What's causing this problem. I was able to send mms and update the weather but not load a webpage. change cache to 40mb still would not load.

Also if I disconnect and reconnect on same day will I get charge another $1.49?

I'm going to assume you're talking about T-MO USA. The problem is a very badly designed website that uses an insane amount of javascript. Even on a regular PC the POS site is slow. On the N900 it is useless.
