maybe there could be some tweak script that will switch phone to "low" state after hour of inactivity and bring it back to life after activity?

its called allowing background connections, if you turn this off, when your not using anything that needs the internet the phone disconnects itself.

No.. It's also not work... When PSM starts, he try to disconnect, but immediately connect back because of opened windows or connected IM's...
