Managed bookmarks don't match bookmarks in web browser

Is it because I have a lot of bookmarks? Managed bookmarks don't match bookmarks in web browser. Browser lists all bookmarks not in folders first, then starts mid-way through the alphabet with folders of bookmarks, goes to the end of the alphabet, then does the first part of the alphabet. Any ideas?
