Mine does run through this script of downloading / caching but it does start playing the stream after 5-6 seconds.
Try another channel to be sure the one your are trying is currently working and...

As far as updating to XPSP3 goes... it will run the Windows Genuine Advantage software which runs before most of the newer software.
I think you will be able to install it but you will suffer with...
