To solve this I did:
xmodmap -e "remove mod5 = ISO_Level3_Shift" -e "add mod1 = ISO_Level3_Shift"
The above might be a bit tricky to type without a working...

I once (maybe twice, but did not know solution at that time) experienced a very similar behaviour at a place with open WiFi.
And it took me quite some time to find out: it was caused by somehow not...

There is one other user with similar problem, we haven't been able to figure out what is wrong with it, so yes, most likely some driver issue which happens only with certain routers/APs.
