"Not for sale" means you cannot buy it in a shop. Not that the owner cannot sell it.

It's unlikely that the seller is the rightful owner of the device. These devices were loaned from Nokia. Although it's now unlikely, in theory they could still ask for them back.

The owner not allowed to sell it on would be "not for resale".

The loan terms may limit the owner's rights but that is a separate document. The writing on the device itself indicates only the lack of general availability.

You know, ones who get N950 officially sign document stated resell is not allowed, and owner should pay penalty. but today this document means nothing...

I bought so many things that I'm not allowed to resale. I'm so afraid. I want to find a way to Microsoft Mobile to return these!

Good question. The way I understood it (to be confirmed) is that when NMP was outsourced to MS the Maemo and Meego OS'es were transferred to Tech, so were not part of the package that was sold to MS.
I would hazard a guess that if it indeed was so, then also the said HW rights would be owned by Nokia Technologies.
