When you say you "tried to do the reformat", what happened? Did you format it?
Do you have another computer you can try formatting the card with? Perhaps if you weren't able to successfully format the card, it's in some corrupt state that prevents you from turning the virtual memory off. I haven't had this problem, but I think if anyone is going to be able to help we need more detailed information.

go to control panel >>Tools>>Clear Device. This will reset to factory settings. Do not do this if you have anything you want to save.

ALTERNATE

Control Panel>>Tools>>Restore Original Settings. This will not erase any apps

Success has been generally reported by going to Control panel and disabling the virtual memory immediately after rebooting the device.

Did you try my suggestion? It worked fine for myself and several others.

Shut the device down, then turn it back on and as humanly possible open up Control panel and disable the virtual memory.

This is the key, I had exactly the same problem with the VM but if you are quick you can get to it. I got there before the wifi had connecetd (perhaps you could tutn wifi off - don't know if it captures the VM).

I am glad you did it. I had the same problem with my corrupted SD card. I took it to a PC (or connect it via USB) just delete the VM folder. That kills the swap/VM.

Or if you are using N800, switch the SD to the external slot, i.e., the slot under the kick stand, and leave the door open, this will umount the SD card as well as turns off the swap, you can then do anything with your system.
