Could make a difference - according to this post on the Nokia Suport forum the Nokia Messaging service is being re-sold to networks in some countries, which means if you're on another network in the same country you cannot get Nokia Messaging.

Perhaps another network in Israel has white-labeled Nokia Messaging which is preventing you from accessing it on your network?
@mikec - any idea how to tell if the N900 is taking advantage of push? I've configured the N900 to use Nokia Messaging for my Zen ISP POP servers, would push be supported when the remote mailserver is POP based? The NM client is set to "Send & Receive immediately", however Modest has another setting to "update every 30 minutes". Pretty sure I'm only receiving email periodically rather than immediately.
