Never happened to me. What is the complaint? That it automatically connects without being asked?
Settings > Phone > Network > Network selection > Manual?
Or that it does not prefer your wifi (there is one bug report about that already)?

There is a maemo.org Brainstorm ticket about disabling the radios. Feel free to vote for it.

When I try:
Settings > Phone > Network > Network selection > Manual

I get a circulating cursor and a message: "Searching"
that does not stop.
