Currently BSNL is providing cheapest 3g .Unlimited 3g @ Rs 700[$20]/month(you have to pay 6 months tariff in advance).

I think Airtel will launch 3g very soon (in Dec 2010 or in 1Q 2011).Airtel started testing 3g in various places.They demonstrated 3g video call.Read this--

Does the BSNL 3G supports browsing in laptop using N900. if possible whats the speed possible in the system, is it same the same speed that we get in N900??

Yes you can use BSNL 3G in your pc.I'm not using BSNL 3G so I can not tell you the actual speed but according to some reviews of 3g users you will get minimum 1.5 mbps.In maximum places 3.6 mbps speed is available.In some places 7.2 mbps is available.
