Yes, it is. Add a rc script in /etc/init.d and put the link in /etc/rc2.d:

cd /etc/init.d
echo /usr/bin/osso-xterm>xterm
chmod +x xterm
cd /etc/rc2.d
ln -s /etc/init.d/xterm S99xterm
