If you don't mind compiling or using some console apps, I think nethogs or ntop would solve what you are looking for. As a more long term solution, it shouldnt be too hard to build a gui wrapper around nethogs.
ntop creates a web interface on your local interface. |

As previously said, set Settings / Internet connections / Connect automatically to "Never" or "WLAN".
Otherwise, the Personal Dataplan Monitor widget is great, and the aforementioned applet also. I also prefer to switch to Offline mode (press the power key to choose it) when I sleep. BTW, what do they use in Japan instead of SIM cards? |

Ok so the Cellular Modem Controls Button app is EXACTLY what I was looking for. Once you hit "tablet mode," it turns off all things internet/phone. Even apps that want to update don't have a chance. Its perfect :) thanks for your guys help.
