Noup, you need to enable extras devel and then install:
apt-get install black-plastic-theme

Or if you don't want to enable devel, then first install zenity:
apt-get install zenity

and then do the dpkg -i black-plastic......deb

****, I didn't look your image before I replied. It says you're missing the droid-font, so you should first run:
apt-get install ttf-droid

And then black-plastic.

But I'd suggest to use application manager (with devel enabled) since it installs depencies automaticly.

Place your own battery icons (overwrite the existing ones) here:
/usr/share/icons/black-plastic-icons/scalable/hildon/
