Nothing is locked, just use cp to copy the files.

i have installed an app and left app manager open
opened the phone in winscp and browsed those 3 directories and it isnt showing the application in any

PS: by the way ... i don't advice to install applications this way, through dpkg -i ... there always are the DEPENDENCES ...
