You know in a company when a big decision is to be made every key players knows about it, does not even have to be a key player; sometimes just a administrative assistant knows a whole lot by preparing the documents. Elop had to have it all discussed with his co-workers, his marketing team, his financial team, and his production team, he certainly did not only discuss with his wife and made the decision which he is going to make public with-in 2 weeks.
And you know, he has only been on the position for four months, no matter how long he might have been working in a similar industry, he still needs to know about THE company policies, their prior strategic plans, the politics, and who educates him about all that? his sub-ordinates and when he learns about all that he makes a viable solution that is discussed with all the key players and they come to a conclusion.
