If you are buying a laptop then "yes", its a good deal. Since dell streak runs on AWS T-Mobile, otherwise, its not a deal :). since you will need to buy a laptop before you can get the price.

No, you don't need to buy a laptop. But d*ll stealthily changed the ad: you only pay $99.99 if you go with AT&T for two years. @#$%^&!!!
