Well, we have to face the fact that Nokia did quite a poor job, developing both Symbian and MeeGo. When Elop was announced the new head, he had to face that the MeeGo development, the company's only hope, was not even in range of where it should have been.
TL;DR: Richie Green did quite a bad job, and should've left long ago. |

I think Elop underestimated the number of good people Nokia will lose. Or worse, doesn't care.
