The keep 0EUR option sounds logical no point close that.

now lets see what theyr next step is. Its time to speedup maketing or atleast feed devepers with new sdk etc... Or else devs start look more at tizen now when they also support qt...

Tizen Also has a $4m bounty for skilled devs. But if a skilled develop a brilliant application for Qt Tizen. Wouldnt it be straight forward running it for sail as well?

The program will encourage devs to use Tizen's environment, not unofficial Qt for Tizen.
Still, there may occasionally be some indirect benefit from the program...
