hmm maybe reset phone than upgrade to 1.1.7.28 would work?

That did work for me.

As long as the phone's own recovery file hasn't been "upgraded" to newest version higher than the above mentioned by Jolla service through physical access to your device you should be fine.

Of course the download servers should be online or you will be stuck with a historical version depending on your phones production / shipping date!

Exactly. The reason why I updated my spare device a few weeks ago.
