the firmware is for western europe, you are right.
The phone is "Made in Finland"....as the sticker on the sim tray says.

Nokia N9 64GB white
Hi there,
i'm selling a Nokia N9 64 GB in white in very good condition.
Installed Firmware is PR1.3 (40.2012.21-3_PR_009).
The white body is like new. Only a minimal (!) scratch on the upper...
