  I noticed pecan is not able to sign in when the 3g network uses proxy. I had to uncheck proxy to make it sign in.

  Found a way to do this using KMPlayer.
  
  Install KMPlayer,
  Open radio link,
  Click play, then pause. This should buffer the stream for as long as you pause.
