Could the moderators promoting packages from testing to extras simply take into account a negative vote count for each package?

If a package has a reported issue, negative feedback etc etc, move it to a quarantine repo (or something similar). Provide some guidance on the general reasons why the packages might be relocated to this repo as is done for the guidance on testing and devel.
