Excuse my unknowing on this: is this a default behaviour?, must I install something?. I tried to scroll it up and down with my beautiful finger and nothing moves

I'm talking about the menu which scrolls down when you touch it, not the one with all the apps (I know that one scrolls up and down great, hehe). For example, I have OpenVPN applet, SSH server applet, Binary clock applet, etc. Some of them are not available to be touched as I think I have too much of them installed
