I have a thought on this in regards to having diagonal keys.

xbindkeys allows for mapping multiple key presses.

The problem here though is that you can't map out something like
w & a
only
Shift + w or Ctrl + w

If you were to use Xmodmap and change the value of w to the Shift key, then you could map w & a to something like down and left.

The other thing would be to hack xbindkeys so it's not as restrictive with multiple key presses and would allow such things as mapping w & a.

Maybe there's one person here that I didn't confuse with this idea.

i try it , it is realy good..

but i want it for tow layouts, not english?
so how i can do that?

I have some problems or conflicts after using Keyboard layout applet. Before I used it, I have have some accelerators:
Ctrl + Space - changed input language (Russian-English)
Double Ctrl, Double Shift, Double Fn - fixed its functions.
But after install, using, uninstall - I have some problems(may be this problems are in conflict this program with other programs), now:
Ctrl + Space - change tasks
Doublr Ctrl, Double Shift, Double Fn - don't do anything
.... and I can't use virtual keyboard - it doesn't work. But in settings - all flags are enabled.

Now I begin explore file: /usr/share/X11/xkb/symbols/nokia_vndr/rx-51, and now I can change some symbols, for example, on russian layout not exist symbol '=', becouse that button used for russian 'х' and 'ъ'. I change file rx-51, and now I have button with '=', but I don't understand how works combination of symbols...

Sorry, if I have mistakes, but English - is not my

This only does local layout (as chosen by you)<->English.

During install - if your layout is not already set to a non-English one - you will be asked to set the local layout. The local layout can be changed after install simply by opening the Text input Control Panel and choosing a different, non-English layout from the one chosen during install.

Just press the button and it'll switch.
