saw someone else with this, they did a re-flash and issue was resolved IIRC.
Possibly not everything was written properly in your last flash, seems to be common.
There's probably also a way to install the right package/s via apt-get.
But id be more inclined to just do a re-flash, as you don't know what else didn't write properly

i have the same root issue.
was able to get dev-mode to go with this command, not rooted of coarse:
but...even after getting this to enable it, i cannot root the device.
when i devel-su/rootme, i get this error:

su: can't set groups: Operation not permitted
pardon my ignorance re this issue. i flashed my phone to 1.1, and now when trying to enable developers mode i get the "installation package not found".
any solution as i need xterm and other features
