So be goddamn glad that I care to share the solution not like bunch of DIPS HITS (including admins of this forum pbly) who figured it out but wouldnt tell ya.
Have everything installed:
ls -al /scratchbox/devkits/cputransp/bin/ |grep arm

STEP 1,
The ******ed thing here that "sb-conf st -t qemu-arm-0.8.2-sb2" WON'T WORK. Go to SB-menu > Setup target ... > Select devkits
Here Push ENTER on the "cputransp" menu after this you will finally able to select it from the ****ing menu.
STEP2,
Select qemu-arm-cvs-m (none of the others will work).
