hi , i can not arrange my icons in the desktop , the tap to arrangement's is not working can some one help

Have you installed CSSU? I actually once thought the desktop editing mode isn't working (the gear icon showed up when it should, but tapping it did nothing), and found out that I had disabled desktop editing mode in CSSU customizer or somewhere like that.
If not, then do you mean you can't get the gear icon to appear? It should also be possible to enter the desktop editing mode directly by a long tap on any empty area of the desktop.
