I have tried flashing my OS 28 times and it fails every single time I need some serious help. Everytime I download the .bin file it saves as a VLC file. i need my applications manager to work so I can finally fix all the issues in my phone. please help

Read this.
Use a 32-bit Ubuntu Live CD to reflash.
(And fix your file associations, not all .bin files are movies.)
