I replaced the /usr/share/hildon-desktop/transitions.ini file's content with this. Restarted the device. It still has the regular transitions. What should I do?

replace the transition.ini in /usr/share/themes/[your theme folder]/

for example: /usr/share/themes/alpha/transition.ini

do you have cssu 16.8?... (that gives portrait homeacreen) btw i didnt locked it in portrait mode... its just in automatic mode.
