hmm...i do follow the instruction but when i type
dpkg-deb - b mypackage
it show that failed to open package info file "mypackage/Debian/control" for reading;no such file or directory..
but i check many times i do put the control text files under debian folder..
anybody how to solve this?

Yes, there is one. Upload the .tar to a hosting site like megaupload, mediafire, rapidshare, etc. Or just send it as an attachment through e-mail. Do that and they could package it to .deb, like a week ago.

You will need to change the info to apply to you.. but after that it should work. I am guessing you have a live ubuntu environment running for you now?
Just run this in the same folder you have the debian and src folders..
