You can't compare N9 with N900. Few developers bother to commercialize their apps in N900 as the installed base is so small. Hence almost all the N900 apps are free. But N9 is a mass market platform where developers can commercialize their apps if they want.

Update is coming. FM Radio 0.1.3 is in on the way to the store:

Release Notes for Version 0.1.3
* Improved volume buttons handling, volume can be changed even when application is in background. Similar to default media player.
* Backend reliability has been improved, random sound disruption has been fixed.
* Improved UI with vibration feedback for long presses, similar to standard platform behavior.
* Support for headset control button. Default N9 headset is supported as well as WH-701 and WH-702. Play/Pause, Next/Previous and Volume buttons are supported.

I bought Andrey's FM Radio app on the Ovi Store. Just to let you know that it works as announced, in my opinion it's well worth the money if you want to use the N9's FM capabilities and support the developer. The only feature I miss is RDS support.
