Hmm.. Very strange.. The pdf file Russian and English versions it's just a simple pdf files transferred at the end of installation process from /opt/N9QTweak folder to your documents folder..
Try something else.. Uninstall, delete pdf instructions from the documents folder and install again.. Maybe the pdf file cause this problem for you.. After installation, you should to see two pdf files in your documents folder..

1. Do you uninstalled this app first ?
2. Do you removed folder N9QTweak from /opt directory (if this still here after uninstallation) ?
3. Do you removed two pdf instruction RU and EN from your documents folder ?
4. Do you reboot before installation new version ?
If you did all this and still can't to install new one
Do all this steps again and also run this two commands before reboot:
run as ROOT:
rm -f /usr/share/applications/N9QT.desktop
rm -f /usr/share/icons/hicolor/80x80/apps/N9quicktweak80.png
and reboot your phone.. If after this steps you still can not to install, I think the problem in your phone..
