I've compiled newer sqlite3 for Fremantle, the version from Harmattan SDK
Is there any way this can be pushed into the repos? (It's needed for some newer packages)

Probably best to contact the CSSU team to have it included in the CSSU, if you don't want to figure out a way to get it into the main repos without conflicts (or having to try to take over maintainership) with the existing package.

I've compiled newer sqlite3 for Fremantle, the version from Harmattan SDK.
It's available right there: http://marmistrz.net63.net/meecolay/sqlite3/
It's been tested. Should work without problems. There might be some build-depends mess, but I'll fix it when it's possible to upload it to the repos.
Is there any way this can be pushed into the repos? (It's needed for some newer packages)
