I'm using N9 3G hotspot. Is there a way to forward port from hotspot to my laptop so my laptop webserver is accessible from outside ?

Because of 3G direct portforwarding is not possible. That would require to edit the settings at the router of your ISP.

However, portforwarding is possible over a ssh tunnel or vpn.
