Nope it must be turned off; enter the commands then plug it in...

Edit: 1 so i found the flasher and downloaded and if by loading the kernel and the rescue intird using the flasher it means to open the kernel and the rescue intird and choose open with and navigate to the flasher and open them with then i've done that but whenever i plug my device in it begins installing propely while the nokia logo is showing on my screen and then the Device not working propely screen shows up and windows says error installing your devicem, more details device unplugged while it's still plugged in what do i do now ?please ?
