My skype contact list was empty ("No Contacts") and this did the trick for me with one more step:
I had to fill in Gender, Birthday and Language fields on the PC client.
I just did the same thing on my Linux machine with slightly older Skype version. The contacts reappeared on N9, and I can also edit my Skype account on it - it was locked previously (form fields couldn't be changed).

Then I deleted my N9 skype account and added it back again.
All the contacts showed up.
p.s. I have skype 5.10.0.116 on Windows 7
What a stupid bug.. I hope that this one doesn't represent in future because I remember that when I bought the N9, about in agoust, skype worked also without that fields filled.. When I formatted the phone nothing more..
