Lately, I keep getting my lockscreen like this. By default, there should be a blue banner at the top, it isn't such a big dealbreaker, but I actually want to figure out why this is happening.

I completely flashed my device, but i still get this....
    does someone has any idea?

    Edit:
Just noticed that the emergencycall button on the left bottom isn't showing either. But when I press the invisible button, the lockscreen crashes and doesn't react anymore...

Did you really really successfully do the full flash?

    Yes, as you suggested,

    flasher -f -F main.bin -F emmc.bin --no-preserve --erase-user-data=secure -R

No errors or any such thing in the output right?

That seems to be a themeing issue; you can re-install theme packages but I somehow suspect something else at play for a full reflash to cause problems...

Not sure about N9, but for N900 you needed to do the eMMC flash and then the firmware flash without rebooting. So two flash cycles were needed to completely full flash (in very rare conditions even three: fw, eMMC, fw).
So maybe try out: first eMMC erase without -R, then the firmware ...

    No need for that.

    Code:
    flasher -f -F main.bin -F emmc.bin --erase-user-data
The above code will combine the two flash commands.

@HtheB try this one. Did the work for me.

Adding SECURE would take too much time, wouldn't it?

    Already flashed it like that
Can someone confirm it if the reason is the "refresh button" of N9 Qtweak?
Add the Refresh button by using tweak: FF - 1 - 1
and press the refresh icon on the homescreen
