As soon as more details about application delivery system for different system will be know, more targets can be added. For now, just to not spread the forces around, focusing on harmattan.

Try to use only the first part of the command:
wget -O - http://harmattan.openrepos.net/openrepos.key
Do you get the public key printed on screen?
If not, it may be a connectivity issue, as the 'gpg: no valid OpenPGP data found' error happens when apt-get key didn't get anything to process.

I'm a dumb idiot and make error with syntax. Thank you with half command I can see it clearly. So it's ok for now.

Release: Following signs aren't veryfied because public key isn't avialable: No_PUBKEY BB93F9464C2DAQ98C
what does this mean?

this means that you did not import openrepos gpg key.
you should perform(single line command):
