Did someone said it seems legit? Can't believe you guys. Its a cheap website created in a free hosting server - just a publicity stunt. Probably making some money out of Google adsense (I have adblock plus so can't confirm if there are ads.

Even if this is legit, it wouldn't be "PR 1.4". The "PR OSs" are Nokia's OTA updates. The only way this could be installed is via the flasher which would require deleteing all files. And, it was created with a free website place which removes a LOT of credibility, and who the hell are "TheAmzingTechTweets"? That doesn't add any credibility also.
