i apologize if this has been asked or is somewhere in the help files...

is there any way to disable the dragging of desktop applets?

i'm tired of accidentally dragging stuff around.

Unfortunately, no.
Previous iterations of the tablet OS did lock the desktop apps down but they decided to make them more flexible ... and somewhat more awkward at the same time.

if it was do-able in previous os versions, it stands to reason that it could be done through a little creative manipulation, no?

Not necessarily. Previously, moving the applets was accomplished by activating 'desktop editing mode' or whatever it was called. There was an actual menu option you had to enable, move them around, and then click 'save'. This option has been entirely removed from the OS, so I don't think you could hack it back.
