There are suggestions about this in together.jolla.com... personally, I think that the idea of letting me change my favourite settings quickly from the Setting's home page is enough. This, of course, varies depending on how often people change these settings.

i'd say you (or anyone more skilled than me) could write a small app with an active cover that lets you toggle wifi and possibly bluetooth (or even with a setting to manage what 2 toggles you'd like to have) ...
