I installed IO-Socket-SSL with cpan install, but when i am trying to install prey-0.6.2-1.armv7hl.rpm then i am getting the error
perl-IO-Socket-SSL not available.

I will correct the rpm later to solve this.You can install it with a hammer
as root
zypper in --force prey-0.6.2-1-armv7hl.rpm
or (some will hammer me for mentioning this method)
rpm -i --force prey-0.6.2-1-armv7hl.rpm

ah I see now your issue
For Prey, you need IO::Socket:SSL and also Net::SSLeay which you need to install using cpan.
For this, you need development tools cc etc, and -devel version of fx openssl.
I will see and create rpm for these perl modules to provide missing parts, without the need for development tools

In the meantime, please, I only released this package for those interested. It DOES take some effort to install it, even if I created the .rpm for prey.
It is not difficult, but it requires a minimum of deveopment skills (like perl modules and identifying some packages not standard installed on Jolla device)
Be patient for a few days, and it will all be here

Perl modules perl-Net-SSLeay and perl-IO-Socket-SSL now on my ropenrepos.
Updated prey on my openrepo to not require video4linux-tools (v4l-tools).

EDIT:
I have now updated packages to require openssl >= 1.0.1f
