Is this feature unlocked somewhere in the settings? It doesn't seem to be working on my phone.

I think the "within 10 seconds of locking"-part is misleading (or actually wrong) here.
This only works for me if the screen-timeout kicks in and I unlock device within the following 10 seconds.

The description in the release notes is indeed misleading. It should state something like this:

• Unlocking the device after it enters sleep mode presents the last viewed app if unlocked within 10 seconds of entering sleep mode.

It is a completely different feature than I thought.
