Post 16 shows you what to do.

Don't have my N9 handy right now but can't you change the language to French? I am curious what is different between Chinese and French firmware except perhaps predownloaded maps. Is rootfs not enough?

rootfs is basically the root file system(/ directory of N9). The OS data resides here.
    The
    DFL61_HARMATTAN_40.2012.21-3_PR_LEGACY_001-OEM1-958_ARM.bin
is used to flash this area as it contains the OS Data. This file is referred to as rootfs file or just rootfs.
This is similar to ROFS in Symbian.

    The other file
    DFL61_HARMATTAN_40.2012.13-7.FRANCEBENELUX_EMMC_FRANCEBENELUX.bin
is the file that contains Maps data, Music, Pictures depending on your Country/Product Code. This goes into the /home/user/MyDocs directory.

    Okay,
    So,
    I make this command :

    flasher -F DFL61_HARMATTAN_40.2012.21-3_PR_LEGACY_001-OEM1-958_ARM.bin --flash-only=rootfs -f -R

    And falsher -F DFL61_HARMATTAN_40.2012.13-7.FRANCEBENELUX_EMMC_FRANCEBENELUX.bin -f -R

    Its Ok ???

It won't work. As you noticed, you have a "PR_003" associated with your product code (I have 005).
Read carefully the link @tioubxancur gave you:

The variant code for FRANCEBENELUX is 001, and it's a 003 on your phone. Since you want something else than China firmware, you should at least take one with 005:

    009 - Europe (2)
    2xx, 3xx, 4xx - "Country Variant" and carrier-branded images
Just take the New-Zealand firmware by example, they are all the same anyway.
    This was about the firmware.

About the second file, eMMC image, you can take any of them. It doesn't really matter. You will have the country map pre-installed, things like that.

So download the New-Zealand firmware from this page.
    Then you should do:
    Code:
    flasher -f -F main.bin
    Then:
    Code:
    flasher -f -F main.bin -F emmc.bin --flash-only=mmc
Change main.bin and emmc.bin by right files' name.

    Tiens nous au courant

    Okay.....
    If i try with 009 for europe (2) ?
Or i will try with the 005.

I just make this command ? With the good fw...

    flasher -f -F main.bin -F emmc.bin --flash-only=mmc

It must flash with the same product code or i can change it ?

Sorry, but its hard for me...I do 500 flashs on my n8 and 808...and here with this n9...

Garde 005. Prendre 009 serai juste idiot.
Il y a deux commandes a executer. Une pour flasher le firmware. L'autre pour flasher l'image EMMC.
Tu peux prendre n'importe quel product code. Pour le n9 c'est un chiffre sans valeur. Ca permet juste de connaitre le variant code.
