I doubt this will help... I had no problems just before the latest Sailfish update and I was using harbour-warehouse-0.3-26.armv7hl.rpm.

Anyway, can I just uninstall current harbour-warehouse-0.3-27.armv7hl.rpm (will i lose my enabled repos?), or should I force downgrade to harbour-warehouse-0.3-22.armv7hl.rpm (remind me command

You can uninstall warehouse, it will not disable your repos and then install any warehouse version. Anyway, your list is always saved in file above.

After a quick look(enabled all your repos on my phone), seems like performance issue when there are lots of repositories enabled.
Seems like version 0.3-22 should work as expected in your case.
