OS language is configured in US English and that can be easily changed. As for the keyboard, you must buy one (found some English units at Aliexpress, but can't tell about their quality) and replace it, which is far easy (search for "N900 dissasembly" videos).

I have no experience of sending things outside the EU. Standard post service would be fine (€12,70 to USA), but they don't allow 'cash on delivery', which ―I guess― may be your preferred option.
