You meed the eMMC image (full partitioning and content of MyDocs) flashed first, then the rootfs (OS) image. Or all together.

I just flash a EMMC image whenever I flash my N9 and didn't have any problems.
You can find some images on archive.org

Filter by "EMMC .bin"
The downloads my timeout sometimes, you have to be patient.
On How to flash an EMMC image: See here.
But I don't even know if its necessary to do activate maps.
I have an 991250C3_DFL61_HARMATTAN_30.2012.07-1.ALPS_EMMC_ALPS.bin lying around here. But with my lousy rural German internet speed it would take forever to upload.
Of course if somebody wants to archive it where other can access it, I would do so.

Why:
Because I got my last two N9s from China and they often have things from a previous owner left over. Also I like to have the Alps maps ready at start. Flashing EMMC clears all data like images,stored maps, music and so on and places some standard music and maps instead.
How often:
Once when I first set the device up.
btw: I can thoroughly recommend this China store if anybody wants to get an as new N9.
