It will have out of the box: Android 9 (Google Certified) with Google apps and stock as possible.
But the bootloader is unlockable so you can flash whatever you want.

As sad as it is: Not for the "normal" user.
They expect Gmail and Play Store and Google Maps and the device has to sell.

An unlocked bootloader will make it very easy to install Lineage OS without GApps.

I have bought two android phones from China and there is no Google play there, I think it's illegal there?
